Program RPRAEP on work with youth for the period till 2006

In conditions of a kept social pressure in the country, caused by strengthening of radical tendencies in reforming a national economy and decrease in social security of broad masses of workers, the Russian trade union of workers of atomic engineering and the industry costs on a position of consecutive protection of the labour, professional and social and economic rights and interests of hired workers, whose efforts create riches and force of the country.

The Successful decision of multiplane problems in the certain measure depends on presence in all parts of trade unions of the prepared staff, from their competence, professional literacy and a skill level, psychological readiness to work in market conditions.

The Third plenum of Central Committee RPRAEP (April, 2003) has fixed in the basic directions of activity RPRAEP on 2003 - 2007 one of priority problems - perfection of work with the trade-union staff and its reserve - youth and by that has developed decisions of II congress RPRAEP that progress of trade-union movement is impossible without active participation of youth.

II congress RPRAEP has noted, that an overall objective of youth policy of branch trade union is attraction of youth in numbers of trade union, preparation of a youth trade-union active, protection of the social and economic rights of working and studying youth.

In the present program youth policy RPRAEP is reflected. Its realization in the long term provides formation of new approaches in activity of the trade-union organizations on work with youth, to creation of preconditions for rejuvenescence of personnel potential in branch trade-union movement.

General provisions

Program RPRAEP defines the basic directions of youth policy of branch trade union for the period till 2006. The program extends on working and studying youth in the age of till 35 years - members of the Russian trade union of workers of atomic engineering and the industry.

The purpose of the program - coordination of activity RPRAEP and its member organizations on protection of the social and economic and labour rights of youth, its attraction to active trade-union activity, and also - assistance to creation of conditions for professional growth of youth, realization of its creative potential.

The Basic directions of activity of branch trade union in sphere of work with youth:

Coordination of activity of the primary trade-union organizations on protection of social and economic and labour interests of youth;

Development of a uniform position and realization of measures of social security of youth - members of trade union at the conclusion of collective agreements and agreements;

Studying an operational experience with youth, the analysis of membership of youth in trade unions and urgencies of program RPRAEP on work with youth with the purpose of increase of an overall performance of trade unions in the given direction;

Participation in development of the legislative and other statutory acts mentioning legal and social and economic protection of youth;

Training and a professional training and an active from among youth for directing bodies of the trade-union organizations of various levels;

Attraction of youth in trade union and trade-union work, increase of activity of committees in updating an active from among youth;

Development of corporate patriotism with the purpose of fastening of the staff;

Maintenance of financing of actions of the program;

An establishment and maintenance of communications between youth movements of the Russian Federation and the foreign states.

Organizational maintenance of the program

To Organizational maintenance of the present program should promote:
Discussion of questions of work with youth at various levels RPRAEP;
The organizations of trade-union actions with the purpose of protection of the rights of youth;
Introduction of the guaranteed representation of youth in elective bodies RPRAEP;
Studying, the analysis and generalization of specific problems of various categories of youth on the basis of the created database;
Development and acceptance of special programs on especially sharp sociolabor problems of youth.

Financing the program

For execution of positions of the program it is necessary:

In the estimate of charges RPRAEP to provide allocation of the financial assets necessary for performance of sections of the program;
To trade-union committees to provide means in trade-union budgets for performance of the program and plans of the commissions on work with youth.

Expected end results

Essential increase in youth membership in trade union;
Maintenance of a personnel reserve of a trade-union active;
Improvement social and living conditions of trade-union youth RPRAEP;
Increase of professional and general educational knowledge of trade-union youth RPRAEP.
